Abstract

Public sector organizations in various countries becoming increasingly dependent on project management to effectively implementing government policies and organizational strategies. Human resource management has become an important component in project management. This is due to the fact that any project management process is driven by human factors. The main objective of this study is to identify the challenges in human resource management and to produce model proposals to control the challenges in the management of public sector ICT projects. Proposed model can be a guideline and can address issues and issues in human resource management. The methodology of this study by studying previous study on human resource management to find the study gap. Subsequent in-depth workshops were done to develop instruments for questionnaires. After the online survey form was distributed online, primary data is collected and analyzed using quantitative techniques and presented in the form of tables and graphs using the Statistical Package for Social Science (SPSS) version 23 software. Secondary data is obtained from the journal. Overall, the findings demonstrated that human resource management requires cooperation from all parties, namely project managers, project team members and top management. The proposed model produced through this study had been verified by experienced experts in project management. The results of this study are expected to provide added value in controlling human resource challenges in public sector ICT project management.

Organisasi sektor awam di pelbagai negara semakin bergantung kepada pengurusan projek untuk melaksanakan dasar-dasar kerajaan dan strategi organisasi dengan berkesan. Pengurusan sumber manusia telah menjadi satu komponen penting dalam pengurusan projek. Hal ini disebabkan oleh hakikat bahawa sebarang proses pengurusan projek didorong oleh faktor manusia. Objektif utama kajian ini adalah untuk mengenal pasti cabaran dalam pengurusan sumber manusia dan menghasilkan cadangan model bagi mengawal cabaran tersebut dalam pengurusan projek ICT sektor awam. Cadangan model yang dihasilkan mampu menjadi garis panduan dan dapat mengatasi permasalahan dan isu dalam pengurusan sumber manusia. Kaedah kajian ini dimulakan dengan pencarian kajian terdahulu mengenai pengurusan sumber manusia bagi mencari jurang kajian. Seterusnya sorotan kajian yang lebih mendalam dilakukan untuk membangunkan instrumen bagi soalan kaji selidik. Setelah borang kaji selidik diedarkan secara atas talian, data primer dikumpulkan dan dianalisis menggunakan teknik kuantitatif. Seterusnya dipersembahkan dalam bentuk jadual dan graf menggunakan perisian Statistical Package for Social Science (SPSS) versi 23. Data sekunder pula diperolehi daripada jurnal. Secara keseluruhannya, hasil dapatan membuktikan bahawa pengurusan sumber manusia memerlukan kerjasama daripada semua pihak iaitu pengurus projek, ahli pasukan projek dan pengurusan atasan. Cadangan model yang dihasilkan melalui kajian ini telah mendapat pengesahan daripada pakar yang berpengalaman dalam bidang pengurusan projek. Hasil daripada kajian ini diharap dapat memberi nilai tambah dalam mengawal cabaran sumber manusia di dalam pengurusan projek ICT sektor awam.
